Update 4/4/14 8:00AM: It is working fine for me now.
If you tried loading your Bluebird, Serve, JH Preferred, or any other prepaid card with a vanilla reload in the past few hours, chances are you ran into the error pictured above. I tried loading a vanilla reload every hour since 5pm EST and every time error code 29 has popped up. I called American Express at 7pm EST to see if it was just me. They told me it is an error in the VR system and it was being worked on. They said it should be up and running in the next 4-5 hours (11pm EST – 12am EST). So, if you tried loading a VR and encountered error code 29, don’t panic!
As a side note, I tried to load my Serve cards at CVS earlier today and was stopped by the register. I went to two stores and neither of them could load my card. Sadly, that means my local CVS stores are officially hard-coded. What a sad day… 🙁
